Pardon if you get multi notices on new uploads

Basically I am a giant spasmoid and as soon as I upload something, I always notice some issue on some image somewhere that requires immediate addressal and reupload and I always forget to untick the 'notify watchers on this change' button when I do.  So I don't know how it goes down on your end but if you get like duplicates of my new submissions in your inbox it's not because I am trying to game the system but rather because I am dumb!  So sorry about that if so.

It isn't documented what this option does, but it doesn't work the way you think. It's for notifying about updates on old submissions and seems to be ignored for all recent submissions. And by recent, I mean 3 days minimum, but maybe a week or more. Or maybe it rather relies on not having the notification stored, which would make it 6 months for vast majority of users.
