Money, the best program I've seen so far has been Rebelle but that's Windows/Mac only. In terms of getting "close enough" you could probably find brushes for your current program and paper textures that work for you. Also use the transparency tools to get it to look similar to colored pencils.

Use a real pencil. ;^w^ But if I absolutely have to, I will rarely use a pencil/charcoal brush tip in Photoshop whenever I have to redraw any lines over my original pencil lines for some reason, but personally I never enjoy drawing anything with a tablet and pen. Real pencil all the way. ^vv^

If your art software can use a different background, do that with some sort of paper texture instead. The background it has by default seems to be a lot more for digital painting (with the paintbrush brushes) or watercolor.
