An NPC is a non-playable character in a video game. People have been using the term NPC as yet another insult for people they don't like, proclaiming they all spout the same, unoriginal talking points. While it's true that a lot of people on the left do act that way, I've seen the term used to disparage anyone on the left simply for having left-leaning views, no matter how well they construct their arguments.
