Hebe, Goddess of Youth.

Extra notes:
Hebe is a goddess that can regress any creature on a physical level, including herself. Hebe is fun-loving, nurturing, and charismatic; (though her charisma pales in comparison to certain others.) She's also known for giving others a second chance at life, allowing them to try things again and learn from their mistakes. She's also Discord's aunt, being the sister of Eris, Discord's mother.

Flaws:
-Hebe is not without flaws, for she is rather clumsy, and will make mistakes often, such is Youth itself.
-She'll regress herself unexpectedly out of fear, (how far she goes depends on how frightened she is.) She also regresses when she's having too much fun, and will regress further and remain regressed depending on how much fun something is, sometimes leading her to need diapers herself. (Sometimes, this is intentional. More on that below.)
-Hebe also fears her mother, Hera, as she's seen what she could do to her.
-Hebe's regressive tendencies stem from her lack of a true foalhood, as her mother always displayed such fierce anger and hatred towards any that crossed her, even for minute things or even for just existing! This also includes her father, Zeus, as he often spent more time with other mares than with his own family, leading to more anger from Hera. Talk about dysfunctional!

Powers:
-Hebe is a fast flyer, and can rival that of Rainbow Dash! (Sometimes even bragging just as much, though never in an intentionally hurtful manner.)
-Hebe can shape-shift into any creature, usually to test others, like she did for Twilight. Otherwise, not much else.
-Hebe's Regressive powers are strong, but are limited. She cannot regress one further than Birth, nor can she age one further than they truly are. Sorry, little ones, you have to gain your cutie marks just like everypony else. No shortcuts!

Interests:
-While Hebe cares about children, she also envies them for having a better foalhood, and will regress herself behind closed doors to try to relive those days, even going as far back as a baby to relieve stress and worries. However, these tend to not be as fulfilling without a parental figure caring for her like other foals. Bottle-feeding yourself isn't quite as fun without somepony holding it for you.
-She is curious about Equestria, and the way the world evolved over the years. She will even adapt to the current advancements in science, magic, and technology, rather than stick to the ways of old like many other gods. (She does have limits though, like advancements that greatly harm the planet or were designed for war.)
-She was once the Chalice Bearer for the gods, but due to her clumsiness, (and an angry dry-cleaning bill from another god,) she was fired.
