I'm pulling this out of the Scraps folder, where I placed this and dozens of other drawings after a brief falling out with the babyfur community. Anyway, this is Hugs and Tugs as they may have looked in the new DiC/Sabella Care Bears series. The two toddlers DID make an appearance in the show, but they looked drastically different, with enormous heads that made them look like they were down with the Down's.
By the way, the new Care Bears series will be replaced in 2009 with an even newer series, where redesigned members of the cast leave the sanctuary of the clouds and come to Earth to help children beat the blahs. So it's a reboot of the original 80s series and its Nelvana follow-up, apparently.
