Hair's just a great big old bitch no matter how you slice it. But there are ways you can at least cheat intelligently at it. This is probably the biggest mistake I see all the time and have made myself in the past.

The first part is the 'incorrect' way to do it, if that's not obvious.

So with an unknown light source it's mixing in slightly brighter lines with thin white lines to give the illusion of sheen?

Well no, the first picture is an example of how not to do it. Like artists get hung up in the 'shading/highlights' dichotomy and assume they have to do it for every single hair, when in reality you should see the hair as one object with multiple focal points and only add shading or detail as is needed to show necessary detail.

I do dull light everywhere sometimes because I'm lazy and it can look fine anyway

besides, what's more important about drawings is that they look fine at a glance, less so that absolutely everything needs to be 100% realistic

Well yeah, pillow shading just obviates any need for this if you go down that route. This is really only the purview of people who try to go more detailed and fail.
